For confidential communication vehicles, relatively fixed route law enforcement vehicles, and business vehicles with a single usage scenario and mainly driving in urban areas, new energy vehicles should be equipped in principle; Special professional technical vehicles used for environmental sanitation, technical survey, inspection and testing purposes, and new energy vehicles that can meet the needs, should be given priority in equipping them with new energy vehicles. Adhere to the principle of seeking truth from facts and adapting measures to local conditions, and require all departments and units to strengthen the overall management of the procurement of new energy vehicles by their affiliated units. When organizing the preparation of the annual ｕｐｄａｔｅ plan for official vehicles, the specific quantity of new energy vehicles to be purchased should be clearly defined. Except for special geographical and climatic conditions and the lack of suitable vehicle models, the overall proportion of new energy vehicles in the annual ｕｐｄａｔｅ of official vehicles should meet the target requirements specified in the "14th Five Year Plan for Energy and Resource Conservation of Public Institutions", and gradually increase according to regulations in the future.
